About us
The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. Its purpose is to prevent workplace death, injury or ill health. To achieve this, HSE is responsible for setting the strategy, policy and legal framework for health and safety in Great Britain.

Following the Grenfell Tower tragedy, HSE worked closely with the Home Office and the Ministry for Housing, Communities and Local Government to support the Government’s Building Safety Programme. After the Building Safety Bill received Royal Assent in 2022, HSE formally established the Building Safety Regulator (BRS). The BRS exists to establish a more rigorous and robust regulatory framework for high-rise buildings in England.

We want to serve as a lasting tribute to those who have lost their lives due to poor and substandard structures. We will consign these instances to the past by providing oversight of the built environment, setting standards, offering advice to industry and Government, and overseeing work to drive increased competence of professions and trades working on buildings.

The roles
We currently have two opportunities within the department: one in Assessment and Audits, the other in Investigations. Both roles are responsible for implementing Regulation of Building Control Profession (RBCP), contributing to strategy and policy, and managing the performance of operational teams.

In Assessments and Audits, you’ll manage a team of Regulators responsible for the registration and auditing of building control professionals and bodies (Registered Building Inspectors and Registered Building Control Approvers). For this role, you’ll need relevant audit experience, including knowledge and understanding of audit procedures and systems. You will also have previous experience leading a team of auditors.

Working in Investigations, you’ll oversee a team of Regulators working on the investigation and enforcement of the Regulation of Building Control Profession. For this role, you’ll need relevant investigatory experience, including knowledge and understanding of investigation procedures and systems. You will also have previous experience leading a team of investigators.

For both roles, you’ll provide leadership, oversight and management of Regulation of Building Control Profession (RBCP). You’ll keep our regulatory approach consistent, make sure our decision-making is up to required standards, and determine if and when enforcement is required. You’ll also be responsible for effectively deploying and managing resources across regions, and quality assurance and performance reviews. You’ll also be required to represent RBCP internally and externally as required.

About you
For both posts, we’re looking for experienced auditors and investigators with a minimum level 6 qualification in a relevant area. For Assessments and Audits, you’ll need CIA, CIMA or an equivalent accountancy qualification. For Investigators, you’ll need PIP 2 and experience investigating criminal cases.

We’re looking for experienced leaders who can see the bigger picture. You’ll critically assess information, identify areas of concern and use data to make informed decisions that could impact individuals, construction companies or both. Ideally, you’re comfortable using IT applications and systems and have experience working with public-facing services with multiple stakeholders.
